If the Talmud contains the holiest writings in Judaism, why isn't there a Talmud Service & not a Torah Service?

From what I learned here, the Talmud has superiority over the Torah in making Rabbinical decisions, etc. If so, why is there still a Torah Service and not a Talmud service?
