How to get a job with City of Toronto Garbage?

I'm wondering how I can become an employee for the City of Toronto Garbage, (is it Waste Management)? I don't mean the trucks, but the Garbage plant where they sort through it, maybe recycling plants as well. I can't find anything, even on the City website, if anyone knows info' would be greatly appreciated, thanks!
