Jews - "The Talmud also prescribes no penalty for sodomizing a very young boy" - Why is the Talmud so lenient?

This is once again an indication to show that any rules made LOOOONG ago will not suit current society. Since there is no god and no god-given rules, these rules will depend on the cultural values of the society at the time of making the rules.
